Since 2023, the State has been funding 39 "zero non-recourse" territories, including the one in Meurthe-et-Moselle. To what extent do the ambitions of these experiments to improve access to rights promote a universalization of social protection? What room for manoeuvre does the Social Security system have under constant law, in the current context of social protection reforms? Is it possible to estimate the avoided costs in terms of social investment for the community?

Conference introduced by Judith Kaiser, head of the ESS axis at IRTS Lorraine, and moderated by Ali Boulayoune, Senior Lecturer in Sociology, TETRAS-Université de Lorraine.
