Conference - zero non-recourse territories at the crossroads of social investment and the eradication of social exclusion

Lecture by Rémi Le Gall, economist, lecturer at IAE Nancy, researcher at TETRAS-Université de Lorraine, member of the national evaluation committee for Territoires Zéro non-recours (TZNR).

Since 2023, the State has been funding 39 "zero non-recourse" territories, including the one in Meurthe-et-Moselle. To what extent do the ambitions of these experiments to improve access to rights promote a universalization of social protection? What room for manoeuvre does the Social Security system have under constant law, in the current context of social protection reforms? Is it possible to estimate the avoided costs in terms of social investment for the community?
